What Is a Copy Certification by Document Custodian?

A Copy Certification by Document Custodian is a type of notarization used when you need to certify that a copy of an original document is true, complete, and accurate—but you don’t want to hand over the original to anyone.

In California, notaries public are not allowed to certify copies of vital records such as birth, marriage, or death certificates. However, they can notarize a custodian’s sworn statement declaring that the copy is true and correct.

This notarization is accepted by government agencies, schools, employers, and foreign authorities for documents like:


  • Passports and driver’s licenses
     
  • Diplomas, transcripts, and school records
     
  • Utility bills and proof of address
     
  • Power of Attorney copies
     
  • Business licenses or corporate documents
     
  • Certificates and letters for international use

How the Process Works

 

  1. You bring the original document and a copy.
    If you don’t have a copy, we can make one for you on site.
     
  2. You (the custodian) sign a sworn statement in front of our notary public, declaring the copy to be true and correct.
     
  3. Our notary notarizes your signature, completing the process with a notarial certificate and seal.
     

This service is often referred to as:

“Copy Certification by Document Custodian,” “Certified Copy Statement,” or “Notarized True Copy Affidavit.”

When Is This Service Needed?

 Many clients use copy certification by document custodian when they need to:

  • Submit U.S. documents abroad (with apostille)
     
  • Send proof of identity or education to foreign universities
     
  • Verify copies of corporate or real estate documents
     
  • Keep original legal documents safe while sharing verified copies
     

FAQ: Copy Certification by Document Custodian

 

1. Can a notary certify a copy of a birth certificate in California?

No. California notaries cannot certify copies of vital records. Instead, we notarize your custodian’s statement affirming that the copy is true and correct.

2. Is a notarized copy accepted by foreign governments?

Yes, when properly apostilled by the California Secretary of State through Orange County Apostille, your notarized copy is accepted in over 120 Hague-member countries.

3. Do I need to bring the original document?

Yes, the original must be presented to the notary for verification.

4. Can I request this service remotely?

For most documents, in-person notarization is required. However, we also offer remote online notarization for eligible documents.

5. How much does it cost?

Notary fees start at $15 per signature, plus any travel or copy fees. Ask about same-day and multiple-document discounts.
